This diagram is from a 2010 paper by Aiguo Dai, an NCAR scientist, examining the likely occurrence of drought over this century, caused by human-caused climate change.

Drought is a measure of drying relative to the baseline normal conditions for each locality.  Rain forests can have droughts and so can deserts.
